EVALUASI PELAKSANAAN PENERIMA SUBSIDI BBM BIDANG KESEHATAN DI PUSKESMAS CAMBA KABUPATEN MAROS

Penelitian ini dilatarbelakangi kenaikan harga Bahan Bakar Minyak (BBM), sejumlah program dana kompensasi yang diperuntukkan bagi keluarga miskin telah disiapkan. Pemerintah tengah merancang tiga program, yaitu: pelayanan pengobatan di kelas tiga rumah sakit dan sekolah gratis untuk program wajib belajar sembilan tahun bagi keluarga miskin dan juga membangun infrastruktur pedesaan: irigasi dan jalan desa. Namun yang paling banyak dikaji adalah program untuk masyarakat miskin dalam bidang kesehatan. Di wilayah kerja Puskesmas Camba Kabupaten Maros dari 3694 kk sebanyak 1213 kk pra sejahtera, pra sejahtera I dan pra sejahtera II yang berhak mendapatkan subsidi BBM bidang kesehatan namun yang terealisasi sebagai penerima hanya 794 kk, itu pun ada keluarga yang tidak berhak mendapatkan subsidi BBM bidang kesehatan. Namun, realisasi cakupan mengalami penurunan target yang dicapai jika dibandingkan cakupan oleh pihak dinas kesehatan saat subsidi BBM diberlakukan, yaitu perbedaan cakupan 27,3% sampai dengan 30,2%. Berdasarkan uraian tersebut peneliti tertarik untuk meneliti beberapa hal yang melatarbelakangi dalam pemilihan cakupan atau menerima subsidi BBM bidang kesehatan.
Tujuan penelitian adalah untuk mengetahui cakupan subsidi BBM bidang kesehatan di puskesmas Camba.
Jumlah informan sebanyak 6 orang, yang mana sumber informasi (informan) diambil dengan cara purposive sampling berdasarkan teori kualitatif
Hasil dan kesimpulan penelitian menunjukkan bahwa dalam mengindentifikasi yang berhak menerima subsidi BBM bidang kesehatan dilakukan oleh petugas kesehatan, Askes, BPS, Tokoh Masyarakat dan Kepala Desa. Dalam pelaksanaan di lapangan tidak terjadi singkronisasi yaitu petugas kesehatan dan kepala desa tidak berdasarkan 14 kriteria yang telah ditetapkan oleh BPS. Penentuan tingkat kesejahteraan keluarga adalah petugas BPS. Dalam pelaksanaan di lapangan ditemukan peserta tidak sesuai dengan ukuran hal ini sesuai dengan hasil perhitungan jumlah pengeluaran dalam sebulan, dimana diketemukan total pengeluaran mencapai Rp 870.000,- per bulan dan adanya keluarga yang tidak layak mendapatkan subsidi BBM bidang kesehatan.
Direkomendasikan agar dalam mengidentifikasi penerima subsidi BBM bidang kesehatan sebaiknya petugas yang melakukan identifikasi betul-betul harus memperhatikan 14 kriteria yang telah ditentukan oleh Pemda. Dalam penetuan sasaran betul-betul mempertimbangkan keadaan umum masyarakat ditinjau dari jumlah pendapatan, keadaan rumah dan serta kemampuan untuk memenuhi kebutuhan sandang, pangan dan papan seluruh anggota keluarga. Dalam menetukan tingkat kesehahteraan masyarakat, maka pihak BPS harus betul-betul dilibatkan untuk memperhitungkan jumlah pendapatan dan pengeluaran dalam sebulan.
